GMCVO's response to the MoJ's Transforming Rehabilitation proposals

In February we presented our response to the Government's proposals to reform offender management and rehabilitation. We have informed the local sector of proposals and discussed the proposals with both voluntary sector organisaitons and public sector partners 

Our full response is attached but within it, amongst other issues, we make the following key points

  • Proposed payment-by-results mechanisms will end the formal involvement of many VCS orgs in delivering rehabilitation.
  • We need a whole system approach to reducing reoffending - not another silo
  • Proposed contract packages sizes don't make sense and will increase complexity if not aligned to local delivery
  • There is no support within the local sector for a binary measure of reoffending
  • There is a requirement for local accountable oversight of delivery and a clear need for PCC involvement
